GHG - The Threat Is Real

On December 7, EPA ruled that carbon dioxide and other greenhouse gases are harmful to the environment and to the public health. EPA Administrator Lisa Jackson stated that “the overwhelming amount of evidence shows the threat is real.” This ruling gives EPA the authority to regulate GHG under the Clean Air Act.

Per David Doniger, policy director for the climate center at the Natural Resources Defense Council, “The Obama Administration is prepared to use existing laws, even as it works with Congress on new ones, to move our country toward cleaner energy that will protect the health of people and of future generations.”

Electric generating utilities are required to begin monitoring GHG emissions on January 1, 2010, in response to the GHG Mandatory Reporting Rule (MRR). The purpose of this rule is clearly to gather the information required to baseline emissions from each facility to guide the implementation of future rules or legislation to reduce these emissions. Compliance with this rule will require utilities to identify and monitor not only stack emissions, but also a host of other GHG emissions sources.
