Countdown to April XML Reporting - Step 3

You may already be behind for April 2009 XML reporting! Read carefully below to determine if you are on track.

EPA expects three times as many first-time XML reporters in April 2009 as compared to January 2009, and April is only a few weeks away! Those who are participating in the ESC|SafePassage Program - A Smooth Transition to XML will be prepared, but are you?

Important tasks to complete BEFORE March 17, 2009:

• Download and read about EPA's new CROMERR requirements. CROMERR stands for Cross Media Electronic Reporting Rule and provides the legal framework for electronic reporting to EPA. Read more here:  http://www.epa.gov/airmarket/business/docs/forms/CROMERRonepager.pdf
  
• Download and complete an "Electronic Signature Agreement" form to comply with the CROMERR requirements. Any user who is authorized to submit data to EPA (via the CBS or ECMPS) must fill out the form and mail it to EPA via U.S. Mail or Federal Express. The rules require a wet-ink original signature on the completed agreement, so it cannot be faxed or emailed. Download the form here:

• Log on to the CAMD Business System (CBS) to answer five CROMERR challenge questions that will further secure your identity (http://www.epa.gov/airmarkets/business/industry/cbs.html).
  
• Download and read the release notes for ESC|StackVision Version 2.3, Service Pack 4, which is available under the software download area of the ESC website:

  SP4 will be a required upgrade for 1Q09 reporting in XML format. ESC anticipates posting SP4 to our website on or about March 23, 2009. You MUST have Version 2.3, Service Pack 3 installed to upgrade to Service Pack 4.

If you have not ALREADY completed these tasks on ALL of your ESC|StackVision servers, you are behind for April 2009 XML reporting. The tasks are:

• Upgrade to ESC│StackVision Version 2.3, Service Pack 3 on all of your StackVision servers now. This is a prerequisite for any ESC Support or services during April. In addition, Version 2.3 SP3 will be required in order to install Service Pack 4 prior to April. Save yourself time in April by upgrading to the latest version of StackVision right away.
  
• Download and read ESC's Transition to XML Reporting Guide from the ESC website (go to Support > ESC│StackVision Support > KnowledgeBase, and then select XML/ECMPS and Transition to XML Reporting Guide). This 22-page guide includes steps to transition to XML reporting using ESC│StackVision, including nine of the most common StackVision configuration changes required for XML reporting.
  
• Follow the link below to install XML Notepad on the ESC│StackVision server. This will allow ESC Support personnel to troubleshoot XML files when accessing your system: http://www.microsoft.com/downloads/details.aspx?familyid=72d6aa49-787d-4118-ba5f-4f30fe913628&displaylang=en

Additional tasks that you can do NOW to be ready for April XML reporting:

• If you have access to the ECMPS Client Tool Preview, evaluate your Monitoring Plan and resolve ALL errors. Keep detailed notes so that you can make the same changes using the Production Tool when it becomes available in mid-March.
  
• Enter all first quarter QA tests into ESC│StackVision as they are completed.
  
• Make sure ProcessNow runs without errors.
  
• Generate and evaluate partial first quarter 2009 flat-file EDRs with MDC to find and correct data errors.
  
• If you have access to the ECMPS Client Tool Preview, generate and evaluate partial first quarter 2009 XML QA/Cert and Emissions Data EDRs with ECMPS. Correcting any errors discovered will better equip you for actual submissions in April.
