CROMERR stands for Cross Media Electronic Reporting Rule and provides the legal framework for electronic reporting to EPA. The new rule results in a more secure login and submission process for users of EPA data systems.
What do ESC customers need to do for CROMERR?
Before April 1, 2009, any user who is authorized to submit data to EPA (via the CBS or ECMPS) must do the following:
- Submit an "Electronic Signature Agreement" with a handwritten signature to EPA.
- Answer five "challenge" questions as part of your profile to further secure your identity. Note: The questions will be similar to those seen on a banking website and will ask you for information that only you should know (i.e. what is your mother's maiden name?)
Beginning with first quarter 2009 data submittals, users will be asked to do the following:
- Enter their user ID
- Enter their password
- Answer one of the five "challenge" questions that have been previously answered (chosen randomly)
Who needs to fill out the "Electronic Signature Agreement"?
Anyone who is a retrieval only agent using the ECMPS Production Tool must fill out the Electronic Signature Agreement Form and submit it to EPA. Retrieval only and submittal agents will NOT be able to login to ECMPS and synchronize with the EPA Host System beginning March 17th, 2009 unless EPA has received this completed form. Ultimately, you will not be able to get the Q1 2009 version of the ECMPS Production Tool unless you have taken these necessary steps.
What happens if the "Electronic Signature Agreement" is not completed?
If EPA has not received a hardcopy of the agreement prior to April 1, 2009, users will be locked out of the system. Once EPA receives a hardcopy of this document, access to submit data will be allowed.
Can I fax the completed agreement to EPA?
No, the completed agreement must be mailed to EPA according to the instructions on the form. The completed agreement may not be faxed or emailed.
